Unable to connect to WiFi

I have been experiencing WiFi connectivity issues with my iPhone 5 on IOS 8.4. Whenever I attempt to login to a network I receive an incorrect password message (yes, the typed password was correct - I have even had others confirm it). I receive this error on every WiFi network I have tried so far. This issue began on an IOS 8 update (I don't know which one), and has persisted through several updates of IOS 8, which I was forced to update through iTunes.

Unfortunately, at this time, I have neither a Mac or a Windows pc so I cannot update to the latest IOS 9.02.

Some troubleshooting steps I have tried:

1. Erase All Content and Settings.

2. Reset Network Settings.

3. Reset through iTunes.

4. Power + home button reset.

I would greatly appreciate it if anyone could help me with this problem.
