After updating to ios9 update to new scientist froze. Cannot access newstand

Updated to ios 9 on my ipad2. Started to update new scientist app . It just stopped. The app is black with 'installing' underneath. Cannot delete the app.

iPad 2 Wi-Fi, iOS 9.0.1
