I only want iMessage enabled and all other apps disabled on my iPad as a parental control measure. Is that possible?

My kids each have their own iPad mini, solely for the purpose to communicate with their father via iMessage. I have found they are NOT using them for iMessage but for surfing the web.

Is there a way to disable all other apps/programs EXCEPT iMessage?

I really don't want to delete their games or safari -- just want a way to restrict it. If deleting the other apps/programs is the only way, I will.

Thanks!
