iphone 5s ios 9.0.2 will not show in itunes 12.3.0.44 with windows 10 but my computer sees it. How do I fix this issue?

I have already tried resetting my network settings and I made sure my IOS and iTunes were up to date. I am not sure what else to try. Please help!
