All apps crash, a black overlay drops down, a blue screen flashes, then it resets

LLiterally all of my apps crash, when i press an icon a black overlay drops and a blue screen flashes then it resets, one thing I notice is it goes back to where I changed it, like I'll close all my apps, open a app then when it crashes all the apps I closed are opened again! also QuickTime doesnt work because no videos load. Really I'm tired of all these problems with apple. I just need help my ipad is slowly dying, and I'm sick of it
