Outstanding payment in one country and moved to another

I have an outstanding payment in Itunes USA, but have since moved to Europe and so no longer have my US credit card. I want to change country so as to register my European credit card and pay the debt but I can't without paying the amount I owe. And I can't pay the amount without adding another credit card from Europe. Anyone have any suggestions? Thanks!
