Videos never buffered before, now they do.

In iCloud setting I have Photos set to 'Optimize Photo Storage'. My phone has been set up this way for a long time, and videos in my library never buffered before. Not they buffer so long I can't watch them. For example, with a good internet connection a 10 second video will buffer for 2 minutes before playing. I have used 2.9 gb of my 5 gb iCloud storage. Any ideas why this just started happening?
