I am unable to download publications from JW.org and when I can I just get a page of scrambled letters...

It is he e pub file I am unable to download. As a matter of interest my wife has I pad and cannot download either.
We have the same problem with our I phones also.

I was not able to replicate the issue on my end. Maybe contact the website and let them know. Are all the devices that you are experiencing the issue with running iOS 9? I only have my phone with me and it is still on iOS 8.4, so that is the only thing I could think of.
Are you trying to download the ePub or PDF? This website has many download options.
MY husband has the same problem with his iPad mini 1 and yet my iPad 3 is downloading the ePub docs from Jw.org fine, both are on iOS 9. It's really frustrating!
