HI, sorry if this is a basic question.
Im sure when I used to take a picture on my iPhone it would upload to iCloud Photo Library over cellular and be on my Mac when I'd get home.
Recently, when I look at settings>photos and camera it says "waiting for wifi to upload 1 photo".
Is this normal? IE it only works over wifi?

Yes, it's the downloading of full resolution images when you open an optimised image on the device that you can permit to be done over cellular.

So to be clear-I can't upload images to IPL over cellular? I have to be on wifi? (I have the cellular toggle 'on' in settings for photos).
I Could've sworn I used to be able to upload over cellular..?
Yes the cellular toggle allows you to download full resolution images.
I can't be certain whether it was ever possible to upload over cellular with iCloud photo library, I'm reasonably confident one could upload over cellular with photo stream, but I'm not so sure whether that changed with iCloud photo library or later.
