iCloud photo library
The upload of photos to the iCloud photo library has "stuck" in OSX El Capitan, What is the solution to "unsticking" the upload of photos to the i cloud library?

Are you sure it's stuck, the initial sync can take a long time (mine was over 2 weeks) and individual videos can make it seem as though nothing is happening for hours.
