I got my iPad Air 2 with iOS 8.3. I can't restore a backup from iOS 8.4.1 and I can not update to iOS 8.4. If I update the iPad Air 2 to iOS 9.0.2 then will I be able to restore from backup iOS 8.4.1. PS. sorry for my English

Unless I am missing something significant, the answer is no because Apple stopped signing the 8.4, 8.4.1 and 9.0 firmware around a week+ ago. In order to upgrade or restore to an iOS version Apple has to sign the firmware.
Again, unless I am missing something... If there is a way to restore to a previous iOS version after Apple stops signing it I would love to know how.

You cannot restore an older device from a backup from a later iOS version but it sounds like you want to do the opposite.
is it possible to move backup iOS 8.4.1 on iPad with iOS version 9.0.2?
