I got my iPad Air 2 with iOS 8.3. I can't restore a backup from iOS 8.4.1 and I can not update iPad to iOS 8.4. If I update the iPad to iOS 9.0.2 then will I be able to restore from backup iOS 8.4.1.

A backup taken on an iOS 8.4.1 device can only be restored onto a device that is running that version or higher - you will need to update your iPad to 9.0.2 to restore to that backup and you should be able to then restore to that backup
