why the voice search in proactive assistant not working?

i updated the os to latest 9.0.2 . when i started voice searching in proactive assistant/spotlight search , it is not working . i can see the waves when i press the mic icon on the right to search field . but when i speak to it , the waves are not moving . after that i searched using siri . hopefully , siri is working properly .is there any bugs in proactive assistant ? . And also i can see that the search bar on top of proactive assistant covers the system notification bar( i mean the top section where you can see the battery , time , wifi strength , network strength all ) . It is kind of annoying .i feel like proactive assistant is kind of third party application which is not suitable with ios 9. is there any settings to bring it right below the notification bar ?
