Any downloads on iPad (video, music or podcast) stuck at processing

For a while now I have been having this issue. Any downloads, be it from iTunes or Podcast, video or audio, get stuck once they reach the end and the file is being processed. After iOS 9 it's gotten worse. I have to cancel, restart and wait for it all over, hoping it will not stuck again. Once I had to turn the iPad off and on again (windows much!).

Any suggestions or explanations?
