iOS 9 Game center doesn't work

iPad 2 - I have updated it to iOS 9 latest release. Actually if i try to open Gme center there is freezing a blank screen and i cannot access to Game center.Also there is any notification when i launch game app to be connected to game center. Last critical is that i cannot delete any game app from iPAD because it isn't impossible to connect game center and icons continue to move without any message until iPad switch off and on again
