Since upgrading to ios9, I have call logs showing on multiple devices. I have gone through all the handoff and facetime settings and all is ok per the ios 8 upgrade problems. Any thoughts? Is this a known bug?

It's not a bug. It's a feature.
The call log with sync between devices set up with the same iCloud account.
If the devices are being used by different people, they should be set up with the iCloud account of the individual using it. iCloud accounts should not be shared.
is this a new "feature" to ios9. I didn't have this before.
It was actually added before iOS 9 was released. This functionality seems to be a part of iCloud drive.
