Is there a way to tell when the Touch ID has been used to log into the iPhone? I have a feeling one of my kids got into my iPhone when I was asleep but I'd like to be able to see the history of Touch ID log-ins to find out for sure.

There isn't an option to see a history of Touch ID logins. You can double click the home button to see the most recent apps opened or used. But of course this would only be helpful if you checked right after you woke up and suspected something.
No, there is no way to tell that. If you think your children are sneaking in, pressing your fingers to the TouchID while you're asleep, you may want to remove TouchID and use a complex passcode.
