iCloud drive missing from settings in iOS 9

I updated both my iPhone 5s and iPad 3 to iOS 9. They are both on 9.0.2 at this time (the highest version available). The iPad works fine. I have the following problems with iCloud on the iPhone:

  • The upgrade process didn't ask me about iCould Drive (it did on the iPad).
  • iCloud Drive does not show up in settings on the iCloud page.
  • Notes only syncs 60 notes to the iPhone from iCloud. The progress wheel continues to spin.
  • The new News app does not know about any of the choices I made when I set it up on the other device.

There may be other iCloud issues that I haven't noticed yet.

I have so far done various combinations of restarting and disabling and restarting iCloud without any success.

Any ideas?

Thanks!

Solution: This is a company phone and iCloud and PhotoStream were both disabled by IT policy though MobileIron.

Lesson learned: When something mysteriously disappears without a trace, it's probably a restriction. Now I know how my kids feel.
