iOS 9.0.2: iCloud Drive on 6+ doesnt sync.

How long do I have to wait for a file that I uploaded to www.icloud.com to appear in my iCloud drive app that use on my phone? I have tried turning the phone on and off and it still doesn't appear. What gives? They really need to improve this app and service.
