After updating to iOS9.02, ical not letting letting me set different periods for second alert. Any suggestions?

After updating to iOS9.02, iCal on my ipad won't let me set a second alert that is for a different time period than the first alert. Kind of defeats the value of having a second alert. Me/my ipad or iOS9.02 problem?
