My new iPhone won't send/receive texts, only imessage.

So I have my personal iPhone and I just recently got a new work iPhone. I synced my new work iPhone with my same iCloud account and can now receive all of my imessages on the new phone, which is pretty cool. BUT I am not able to send or receive any text messages from my new phone at all? I have the SMS messaging turned on when iMessage cant be used and I have also tried updating the phone and restarting it multiple times. Any ideas??
