iTunes shows 0 (Zero) photos so won't sync albums to iDevices

Since updating to El Capitan & updating all software & devices, I'm unable to put my Photos album(s) onto any devices.

All other aspects work, wall papers, slide shows & of course all images show in Photos. iTunes simply isn't seeing them to sync them over. I've attached a shot so you can see what I mean.

I'm not resetting or re-installing a thing as that suggestion is always thrown around in here & hardly ever sort big issues like this. I assuming there's a nasty bug that need sorting but thought I'd post just in case others are having the issue too.

Everything was fine before the updates.

I've just got off Apple Support (Online Chat). Everyone was very helpful, but this hasn't been resolved.

We tried Disk Utility, Photos Repair Library & Safe Mode. All still the same.

Syncing go a Folder is fine. I've shared a couple of images to the iCloud Sharing service & they now show up. But still none of my local files.
