What happened to Repair Permissions Disk Utility in El Capitan

I am confused. How do we get our permissions back? I am being locked out of everything. Tried re-enstalling El Capitan no longer resets everything. I keep running into files that will not allow me full function as I "do not have permission". Apple removes the fix and this is acceptable?? How did you get control back?

This can still be done in Onyx (free utility).

You need to be specific as to the files. Permissions handled system level files but it is also possible to have personal user files which Disk Utility did not analyze. I can, for example, set permissions on a specific file for different users on my computer to use.

My document from 2014 I want to change permissions of "staff" from "Read only" to "Read & Write" and I do not have permission.

This is happening on multiple files and I have a feeling that I have been replaced as the owner of this computer! :-) very frustrating.

I am the only person that uses this computer and the only person who has ever used this computer. I have changed user accounts due to the many updates crashing the system over the years.
