i just bought the phone and she has the location turned on and i cant do anything on the phone cause it will not let me change the password or anything on the phone i need to know what to do because she wont tell me the password to the apple id.

Contact here and ask her to remove the device from her iCloud account. She can do that on her own without having to give you the password. The instructions on in this support document. What to do before selling or giving away your iPhone, iPad, or iPod touch - Apple Support
Until she tells you that password, the phone is of no use to you and will always be locked to her password. Even Apple will not help you. Ask her for a refund.
