Why does my iMessage only work some of the time (after update to iOS 9.0.2)?

My iMessage worked fine before, regardless of whether I was connected to wifi or not.

After updating to iOS 9.0.2, my iMessage works sporadically. With some contacts, I have no trouble with iMessage. Others, I have trouble with iMessage some of the time. Further still, there are other iPhone users that I message with, and my iMessage doesn't work at all.

Thoughts?
