Q: FaceTime and iMessage not activating

I have old iPhone 4 I want to use as an iPod Touch. The IOS is 7.1.2 (there’s no option to upgrade the IOS to anything else, not sure if this is normal either). FaceTime and iMessage are both not activating.

I have set up a brand new Apple ID, set up iTunes store, made sure both are turned on and pretty much followed every problem solving step outlined here: https://support.apple.com/en-us/HT201422 It did not work and the phone still says “waiting for activation.” Is there anything else that will fix my problem? Or does this phone just need to go into the trash?
