iPhone playlist edited order reverting

When I edit the order of songs in a playlist in my phone, it always reverts to the order they were added to the playlist. I want them to play in the order I edit them in. I can move them around but as soon as I click Done, they revert to the original order. Has anyone had that and figured out a fix? I have tried resetting the phone (holding down both buttons) though I haven't tried restoring or re-installing system software
