Can't make purchases or play anything on iPhone

Good afternoon! I've been trying to download a ringtone for my iPhone 6s and not only can I not get any of the preview audio to play on any item, but after I went ahead to make the purchase (it took my credit card, all information was correct, no errors were reported) it started to look like it was downloading and then all of a sudden the button changed from downloading back to the price of the ringtone and I have no ringtone. Is there any way to resolve this issue? Thanks!

Quick edit: Apparently I am only having this issue on WiFi but not when I use my phone's data.
