issues with intalling ios 9.0.2

I did install the new ios 9.0.1 new days ago sense the issues that software have (freeze ,id locked.cant sign in game centre ...)

I try to install the new ios 9/0/2 and I cant ,the error msg said you're not connect to wifi or internet ,even im using wifi .

so now seem like im stock . my device is ipad 3generatoin 64gb
