crashes after update to ios 9

Ever since I updated my ipad 4th gen to IOS 9 it crashes. First there is a blue screen, with a small strip of flashing erratic crap at the bottom, then screen goes black and device reboots. I thought it happened with specific games, so I uninstalled and reinstalled those app. Same thing. Recently it will do it randomly regardless of what I am doing. I could be flipping through setting screens and it will occur. On occasion, it gets hung up in the reboot phase and the logo does not go away. I have to manually reboot it. Could it have something to do with memory allocation or anything like that? I do not know why I am being asked to pay $29 for a one-time assist when it is pretty evident it is due to IOS 9. Any help would be appreciated.
