Q: Is the installing of IOS9 causing me to lose iphone and ipad sync with my Itunes in Windows Vista PC??
I installed ios9x on my iPad 2. I also have an iPhone 5. Both normally sync with my Windows Vista Ultimate desktop. Once the iPad was upgraded, it was no longer available as a device in iTunes on the Windows Vista desktop. Not only can I not connect to my library stored there, but I can not uninstall ios9 from my iTunes backup stored there. It tells me to upgrade to the latest version of iTunes, but the latest version of iTunes requires Windows 7 or above.
Is Apple really forcing me to give up my Windows Vista Desktop powerhouse where I store my entire iTunes library, or update it to Windows 7 or above, just to continue syncing it with my iPad and iPhone upgraded to ios9?

Yes installing iOS 9 is the cause, but no you are not forced to give up your Vista PC at this time, because Apple released a special version 12.1.3 that allows iOS 9 support on Vista. You don't mention 32-bit vs.64-bit but this link has both: Apple - Support - Downloads. I would uninstall my previous iTunes first.
