My old iPhone contains all of my photos and other things that I want to put onto my new phone but my old phone will not turn on due to the worn out battery. Is there any way that I can restore the data without turning on the phone or putting in a password?

No, that is impossible to do when the phone is shut off.
No. Why not just use the backup of your old iPhone to restore your
new iPhone? If there is no backup and the sole source of the information
you desire is on the old iPhone that will not turn on, the data is lost.
I wasn't expecting my old phone to just randomly die and so it wasn't completely backed up. Although I still have some of my old photos from when my phone was last backed up, I do not have my most recent ones and I have lost photos that are irreplaceable.
