iMessage not showing delivered on iPhone 6s

For about 1 day now iMessage has stopped showing "delivered" or "read" following a sent message. The message does get delivered and is responded to by the other person. This does not change the status. I have turned off the phone. I have turned off iMessage and turned it back on. I have signed out of iCloud and signed back In. I have deleted the contact and added them again. I have deleted the thread and started a new one. Nothing has worked. It is running iOS 9.0.2. Is there is fix to this?
