I understand you are using Photos to import new pictures from your iPhone 5s and although the iPhone is seen not all the pictures can be imported.

In particular, I'm wondering if there are any updates available and if Image Capture does a full import (of course check out the rest too).

Two things to try, Ross:
- First try, if removing the iPod Photo Cache from your library will help, see this document: About the iPod Photo Cache folder - Apple Support
- Remove the folder from the library as described and then try again.
- If that does not suffice, repair your Photos Library. But make a backup copy first. See this Help page: https://help.apple.com/photos/mac/1.0/?lang=en#/pht6be18f93

That can mess up the import panel in Photos, because your new photos could be in iCloud and not on your iPhone. If you inadvertently enabled iCloud Photo Library on the iPhone, disable first "optimize storage", wait for your photos to download back to your iPhone, and then disable iCloud Photo Library.
Then test again, if your Mac will now see all the new photos.
