workgroup manager

Can anyone help me with Workgroup Manager?

I tried to disable Voiceover for all pupil users as I work in a school and the teachers are tortured with kids switching it on.

I wasn't really sure what I was doing and managed at one point to force switch it on for every user. I managed to fix that and turn it off but for some reason there is now still a handful in each class that it stays on and the cmd F5 won't switch it off.

I have been messing with the details on the pupils group with things like 'boolean' which I really don't know anything about.

Any help would be appreciated.
