Got all contacts to my New Iphone4s which i lost Iphone ?

Hi Team,

Good day !

actually i have lost my old iphone 4s for that i have given police complaint ,again i have taken new Iphone 4s in US .Today while in icloud configuration i have same mail given which i have used for last Iphone 4s .But today while configuration and updating verstion icloud today i got all my old contacts along with some others contacts also came here .So kindly let me know my old Iphone has working started and used by some one 😟 ?is it right ? already i have informed to PC ,so let me know now i am seeing his contacts ,now he could able to see my data?and the same is there any way to catch him ,please let me know
