Notes not syncing to icloud

I was doing some research last night on my Mac and started a Note. This AM I was going to look at it on my iphone 6 but it wasn't there. When I opened my iPad, it WAS there, but then when I pulled down the notes to sync them, it came off the iPad. It is now only on the Mac. My number of notes in iCloud is 423 on my iPad and 422 on my iPhone, and this is one note I know of that isn't on either one.

The settings on all 3 devices are set to send Notes to iCloud, and I don't have it saved as a local note. Please help me figure this out!
