New notes added on iphone 6 ios 9.0.1 will not sync with older ios devises

Anything new added to notes on my iPhone 6 iOS 9.0.1 will not show up on my older I pad running iOS 7.1.2. Same thing happens when adding a note on the iPad, they do not show on the iPhone.

All the old notes are still in iCloud, if I sign out of iCloud on the iPhone, all the old notes get deleted. As soon as I sign back in, there all back except for the new ones added by the iPad.

I know iCloud is working because everything is syncing up fine between the iPad and my other old iPhone, just not with the iPhone 6 iOS 9.0.1
