I am having troubles syncing my game progress from my iphone5c to my ipad air

I recently purchased the iPad air & I have been trying to get the game progress synced from my iphone5c

I have made sure that both versions of the game are up to date - both phone & ipad are running iOS 9.0.2

when I click on my game center on the iPad & click on cooking fever it shows I have 53/65 achievements but when I log in to play the

game on my ipad - it always starts me right from the beginning - even if I play a few levels - when I go back - its starts me from the beginning

I have logged into iTunes did the sync & back up - I have iCloud set up on both - I am hooked up to the internet when I am trying these

I sent a ticket into the game site support & they instructed me to do exactly what I had done
