Force an offline mode for iTunes

I would like to force iTunes to stop using up my very limited bandwidth, especially when using my iPhone hotspot.

It seems that when I start iTunes and listen to music that is stored offline ⚠ it keeps downloading something and using a lot of bandwidth. I am also using Apple Music, but the problem is the same even when I listen to my local files.
