iCloud Drive not showing under Settings > iCloud

I have recently switched to a new iPhone6s. When I was activating the phone I did not configure iCloud. I have since turned it on but do not see iCloud Drive or Photos under the settings. I also do not have the ability to turn Backups on within iCloud. Seems like something is wrong with either my device or my account.

Can someone help me resolve this?

iPhone 6s, iOS 9.0.2
