    Yes - you will be required to enter your passcode on your iPhone in place of touching your finger to the sensor (as would otherwise be the case if you were using Touch ID).

     

    To configure your iPhone to behave in this way, go to Settings > Touch ID & Passcode >  deselect Apple Pay (under the heading "Use Touch ID For").
