Can't update to iOS 9.0.2 - hangs at "Update requested .."

Hi all,

On my iPad Air 2, I can't download iOS 9.0.2. It hangs at "Update Requested...".

I've done a hard reset, shut it down, restarted, everything aside from a restore. Each time I boot back up it shows the turning gear icon still turning. Oddest thing I've seen. You'd think it would let go of the request, but it's not.

Any ideas? I just can't seem to get it back to the point of the initial setting where you click on Update or get it to move forward. Its been in this state for days now.
