iMessage Contact Balloons

Since the iOS 9 release iMessage added contact balloons. These are not synced to my contacts pictures. I had used Facebook to "Update All Contacts" in order to have each of my contacts photos updated. When I go under contacts and click on a specific person, I can see their photo is updated from Facebook. This picture does not show up in Messages for that person. I can only get the photo to show in Messages if I manually add a photo to the contact. Any comments or has anyone run into this?
