OS El Capitan Destroyed Safari Working Ability

After downloading El Capitan, Safari has become nearly useless...

My wifi download speeds exceed 100... However uploading bookmarks routinely exceeds 60 seconds & often don't open at all...

This a major debacle of a OS update... Is there a patch to fix this????
