On older devices, why can't a long press serve as a quick menu option as 3-D touch does? The icon editing and moving around could be done by a long touch on only the settings app for example.

Because 3D Touch requires different screen hardware. It is not just the iOS, it has to do with the sensors under the screen to activate the 3D Touch with the press.
I mean that in the absence of 3-D touch, a long press could serve the same function. To access a quick menu for example. But the long press on every app icon is taken for the exact same icon edit/delete function. Why couldn't they be changed to quick menus?
Then software code would have to be changed for deleting and moving icons. You can provide feedback to Apple if you like, but going to http://www.apple.com/feedback and click on the appropriate link. That is where Apple gets suggestions and requests for enhancements and new features.
