There's no requirement to update at this time if you do not want to though.
Dont do that.... Game center not work... And i cant fined nothing about this.. And its f...ng apple service .. Were it write? who can ansvered...
iit shows that I have 36 updates, and when I try to update, it just shows waiting under each icon
On the other hand, it is working fine on all my devices.
Are you connected to Wifi?
Sounds like an issue with the internet connection.

No, you are not obliged to update to iOS9 You can stay with whatever iOS you are currently running if you are happy. Down the track somewhere you may have compatibility issues. I have not seen any issues with iOS9 that have not been fixed with the iOS9.0.2 update.

If you tap Update All, it will take a while. If you return to the Home screen and tap on of those it will pause it. Pause a few of them and then tap then again to resume once some of the others have downloaded and installed.

I think you will find that we are answering the original poster. If you have issues then start a thread of your own or give Feedback to Apple.

Sorry to hear that, but what have you done to troubleshoot the issue? Making baseless claims - particularly when it isn't related to your issue; the OP posted nothing about game center. - certainly will not resolve it. If you want some assistance, you might start your own thread.
Then as mentioned by Kilgore-Trout, give it a few moments or pause some apps. 36 Apps may take a while. Try closing out of the App Store App, and maybe even rebooting the iPad by holding down the home and sleep/power buttons together for 10 to 15 seconds.
When it restarts try updating only a few at a time.
I Have tried that, everything that needs updated is shadowed, with nothing but names under it. If I tap on it, it shows waiting.
Then follow Phil's recommendation and do a Forced Restart. When you resume the downloads, don;'t do them all at once. Try 5 or 6 at a time.
This is something else that you can try. Go to Settings>Airplane Mode>On. That will disconnect you from your WiFi connection. Give it about 30 seconds and then Turn Airplane mode off. Try updating again.
