iCloud photos upload problems

Mega issues here , slow upload - has taken 5 days , says 0 gb left to upload but sill 5000 items ???

any solutions ? , my phone doesn't seem to sync either , i signed up for 200gb so i could not worry about running out of space on my new 6s plus and have it optimise but nothing seems to work as it should
