Photo sync doesn't works without admin privileges

I run itunes under Windows 7 64Bit. The photo sync isn't work without admin privileges. It is not possible to sync the photos without admin rights ? The sync to the IPad is start but the photo will be transfer. At the first time the folder will be create but after the sync on the Ipad where no folder and pictures on it.
