OSX El Capitan not recognizing USB flash drives

I have two laptops that are MBP's and I recently upgraded the new one a MBP 15" 2014 late model running OS X 10.11, and it has a difficult with USB flash drives in that they don't show up in the Finder window.

On my MBP 2011 early model running running OS X 10.10, there is a ragtime and the USB flash drives always show up in the Finder window.

What is going on here? I have researched and found others reporting similar issues.
